Eligibility Requirements
West Square Parkview offers a collection of affordable suites priced at City of Toronto’s Average Market Rent. These homes are available to qualified residents through a random selection. To participate, eligible households must complete an Expression of Interest through this website.

You may qualify for an affordable rental suite if you meet the following criteria:
You have legal status in Canada
You meet the household occupancy requirements for the suite type
Your annual household income does not exceed the Eligible Annual Maximum Household Income listed for the applicable unit type
You meet all standard screening requirements, including income and identification verification, reference checks, credit checks and other landlord screening

Each household member must be either:
A Canadian citizen; or
A permanent resident or an individual who has applied for permanent residency; or
A refugee claimant or a Convention Refugee
You will be required to provide documentation confirming your status in Canada, such as:
Passport or birth certificate
Certificate of Canadian Citizenship
Permanent Resident Card
Confirmation of Permanent Residence
Documentation from the Immigration and Refugee Board of Canada confirming Refugee Protection

At move-in, the total household income must be below the maximum amount listed for the suite type.
A household’s total annual income must not exceed four times the annualized rent.
Household income is defined as the sum of line 23600 of each household member’s most recent CRA Notice of Assessment (for all household members aged 16 or older). All income sources must be disclosed during the application process.
During screening, you will be required to demonstrate that your household income meets the income limits listed below and all other eligibility conditions.

A dependent is defined as an individual who lives with you and relies on you for financial and physical support (e.g., children, parents, grandparents, siblings, nieces/nephews, aunts/uncles).

At least one member of the household must be 16 years old or older and able to live independently.
In addition, the household must not:
Have arrears with a social housing provider; unless the household has entered into a repayment plan with that provider and the repayment plan is in good standing
Own a home suitable for year-round occupation
Have an enforceable removal order against them

Monthly rents are prescribed by The City of Toronto. Residents are responsible for setting up and paying utilities (hydro, water, hot water) directly through a designated third-party provider.
Each apartment suite is equipped with individual climate controls and appliances, allowing residents to independently manage their utility expenses. By making conscious efforts to reduce energy consumption at home, all residents can collectively help mitigate the effects of climate change.

Rents are subject to the annual Ontario Rent Increase Guideline published by the province each year.
Annual rent increases are capped by the Provincial Rent Increase Guideline.

Occupancy is currently projected to begin in June 2026.
If you are selected through the random draw process and your application is approved, an occupancy date will be set between June 2026 and September 2026.

Households that meet the Program Overview criteria are encouraged to submit an Expression of Interest.
Expression of Interest Forms must be completed prior to February 17, 2026 at 5:00 PM EST.
Only one submission per household per unit type is permitted.
If you qualify for multiple unit types, you are welcome to apply for more than one. Please submit a separate Expression of Interest form for each unit type you are interested in.

All eligible Expression of Interest submissions will be entered into a random draw.
Completed submissions will be randomized, and households will be contacted in sequential order.

If selected through the random draw, you will receive an email with instructions to complete a formal application.
You will be required to complete the application and provide all documentation within 48 hours of being contacted.

Expression of Interest submissions are eligible for the random draw only if all requirements in the Eligibility Requirements section are met, including legal status in Canada, household income eligibility, and occupancy requirements for the selected floor plan.
Only one submission per household per unit type is allowed.

Expression of Interest Forms will be accepted prior to February 17, 2026, at 5:00 PM EST. Click the following link to start the Expression of Interest: Expression of Interest Form.

All eligible and completed Expression of Interest Forms submitted prior to February 17, 2026 at 5:00 PM EST will be included into a random draw.
Completed submissions will be randomized and candidates will be contacted in order from the randomized list (based on suite type). Those selected may be required to re-confirm and re-qualify the details of their original submission before moving to the application stage.

Candidates selected through the random draw who wish to proceed will be invited to complete an online application for a 12-month lease.
The application will include the assigned unit (based on eligibility) and preferred move-in date (no later than September 1, 2026).All applications undergo standard screening to verify required documentation and confirm eligibility.

There are no fees required to submit an application. However, once an application is approved, a first and last month’s deposit is required. In addition, tenant insurance must be obtained prior to receiving the keys to the apartment.

The lease term is 12 months.
At renewal, rent increases follow the Ontario Rent Increase Guidelines. -
No. Subletting or assigning affordable units is not permitted.

Yes. All residents have full access to all building amenities.

After the expression of interest closes, the list will be reviewed. Duplicate submissions will be removed.
